Why Did State-Building Policy Fail in Afghanistan?

چکیده

Afghan state collapse in August 2021 once again put discussion about state-building strategies post-conflict scenarios. This article explores fundamental causes of failure Afghanistan and proposes an explanation based, for one side, on policy inability to generate internal legitimacy local ownership necessary State consolidation sustainability born from military intervention 2001; the other, how war terror interest vitiated transition course by subordinating democratic governance economic reconstruction goals security considerations. In this sense, focuses its attention three issues that ultimately doomed 20-year effort failure: way which new foundations were distorted turn it into a neo-patrimonial pseudo-democracy, dependent corrupt, controlled old warlords elite; absence national effective strategy helping people rebuild country devastated years war, would allow socializing peace benefits strengthen central government authority traditionally fragmented centrifugal society; lastly, geopolitical environment also generated terror, was not contribute stability increased shortcomings chances.
